Organizational context
The Planning, Monitoring, Evaluation, and Reporting Officer is responsible for designing and implementing planning, monitoring, evaluation, and reporting systems for the International Federation of Red Cross and Red Crescent Societies (IFRC) and Romanian Red Cross (RRC) by ensuring that sustainable frameworks, tools, practices, processes, and capacities are established and maintained in order to achieve accountable and evidence-driven humanitarian programming throughout the country.
The PMER Officer will be based in the HQ of the Romanian Red Cross in Bucharest while working with and supporting the 47 branches of the RRC, the IFRC, International Committee of the Red Cross (ICRC), as well as other Red Cross/Red Crescent (RCRC) Movement partners.
The IFRC PMER Officer will work alongside the IFRC PMER Delegate, in coordination with regional and global PMER leadership, to develop and align long-term, sustainable PMER systems, procedures, and practices within the Romanian Red Cross.
Job duties and responsibilities
- Continuously work to improve and align the IFRC, RRC, and Movement partner monitoring, evaluation, and reporting practices and tools.
- Establish and maintain sustainable PMER frameworks, tools, procedures, and capacities for the IFRC and RRC to promote sustainable, accountable and evidence-driven humanitarian programming.
- Work with the Romanian Red Cross to fulfil operational and other reporting requirements (pledge-based reports, progress reports, operational updates, and others depending on evolving needs).
- In alignment with the RRC organizational development strategy, support the development, roll-out, and sustainable functioning of a centralized and harmonized activity monitoring and reporting system between RRC branches and the HQ, ensuring that key capacities and focal points are in place for reporting and consolidating relevant data.
- Support the design and implementation of Post-Distribution Monitoring surveys, needs assessments, project evaluations, and other program planning, monitoring, and evaluation activities as required.
- Work with IFRC and RRC Information Management focal points to strengthen RRC data collection, analysis, and reporting competencies through the creation of informational materials and trainings at the HQ and branch level for both RRC staff and volunteers.
- Steer the long-term strategic and operational planning processes of the RRC through development of project/program cycle management plans (assessment, planning, implementation, monitoring, and evaluation), annual Unified Plans, among others.
- Support the RRC in maintaining effective feedback mechanisms and mainstreaming of Community Engagement and Accountability (CEA) by assisting in the analysis of CEA-related data to be used for program decision making, reporting, and strengthening accountability to people participating in RRC activities and donors
- Support the development and maintenance of a country-wide Common Accountability Framework and an accompanying Monitoring and reporting system together with the IFRC PMER Delegate, including data collection and visualization products such as a Power BI-generated dashboard for incorporation into RRC website.
- Support and/or lead the development of prospective PMER strategies and initiatives, together with the IFRC PMER Delegate, RRC PMER staff, and other relevant RCRC Movement counterparts.
- Support the orientation and training of RRC staff and volunteers on PMER standards, tools, products, and requirements.
- Support the RRC, IFRC, IRCR, and other RCRC Movement partners on additional PMER-related tasks as needed.
Position Requirements
- Graduate degree in a relevant field (International Relations, International Development, Political Science, etc.) or equivalent professional experience, ideally with additional studies or training relating to data analysis/management or project cycle management.
- 3-5 years of experience working in project/program planning and/or management, monitoring & evaluation, information management, or other relevant fields.
- 2+ years of experience working for the Red Cross Red Crescent Movement is an advantage
- Experienced working with qualitative and quantitative research methods, data collection, management, and analysis, and developing tools, systems, and procedures for reliable data collection and management.
- Competent in supporting organizational learning, accountability, and performance
- Strong analytical and written skills, including report writing and presenting
- Strong skills in designing and using planning, monitoring, evaluation, and reporting concepts, tools, and best practices
- Knowledgeable with using results-based management tools (log frames) and setting up robust planning systems for complex programs

- Fluent in spoken and written English and Romanian
