The Romanian Red Cross is looking for a motivated and dedicated person to take up the role of Project Development Support and Learning Officer.
This is a full-time position, based at the Romanian Red Cross Headquarters in Bucharest, for an initial one-year tenure, with the possibility of extension.

Organizational Context
The Romanian Red Cross (RRC) is part of the Red Cross and Red Crescent Movement-the world’s largest and oldest humanitarian network covering 192 countries across the globe. The Red Cross and Red Crescent Movement’s constituent parts are the internationally operating: the International Committee of the Red Cross (ICRC), the International Federation of Red Cross and Red Crescent Societies (IFRC), and national Red Cross or Red Crescent Societies.

The Romanian Red Cross is organized according to the territorial principle. It is composed of 47 branches and 713 municipal, city, and communal sub-branches.

Job purpose
The Development, Support, and Learning Officer (DSL) collaborates closely with all RRC Directors and the 47 branches of the RRC and Movement partners present in the country to develop and implement planning, monitoring, evaluation, reporting, learning, and quality assurance tools and systems. This is done to strengthen accountable and evidence-driven humanitarian programming throughout the country.
The Project Development and Support Officer also collaborates closely with the International Federation of Red Cross and Red Crescent Societies (IFRC), the International Committee of the Red Cross (ICRC), and various Partner National Societies to ensure alignment between partner-funded projects and programmes, and that such projects/programmes contribute to the long-term development goals of the RRC.
In particular, the DLS Officer will work alongside the IFRC Planning, Monitoring, Evaluation, and Reporting (PMER) Delegate and National Society Development Coordinator to develop and align long-term, sustainable programming learning and PMER systems and practices within the RRC.
Role and responsabilities
- Continuously work to improve and align the RRC, IFRC, and Movement partner monitoring, evaluation, and reporting practices and tools to promote accountable and evidence-driven humanitarian programming.
- In alignment with the RRC organizational development strategy, support the development, roll-out, and sustainable functioning of a centralized and harmonized activity monitoring and reporting system between RRC branches and the HQ, ensuring that key capacities and focal points are in place for reporting and consolidating relevant data.
- Steer the long-term operational and strategic planning processes of the RRC through the development of emergency operational plans, annual unified planning, and others.
- Support the design and implementation of needs assessments, post-distribution monitoring surveys, and other planning, monitoring, and evaluation activities as required.
- Lead the NS to fulfil regular IFRC and donor reporting requirements (pledge-based reports, progress reports, operational updates, and others depending on evolving needs).
- Strengthen RRC data collection, analysis, and reporting competencies by creating informational materials and trainings at the HQ and branches for RRC staff and volunteers.
- Support the RRC in implementing strong and effective feedback mechanisms and mainstreaming of Community Engagement and Accountability (CEA) by assisting in analysing CEA-related data for programmatic decision making, reporting, and strengthening accountability to people participating in RRC activities and donors.
- Support the development and/or maintenance of a country-wide real time reporting system, including data collection and visualization products such as a Power BI-generated dashboard for incorporation into the RRC website.
- Support the training of RRC staff and volunteers on PMER tools, products, and reporting requirements.
- Prepare, design, and implement any necessary monitoring, evaluation, and learning tools, such as baseline surveys, reviews, evaluations or lessons learned exercises.
- Ensure that learning from all monitoring, reviews, or evaluations is accessible and relevant, and can be used to inform decision-making.
- Promote a culture of accountability with management across all sectors.

Required qualifications
Education
Graduate degree in a relevant field (Sociology, International Relations, International Development, Political Science, etc.) or equivalent professional experience, ideally with studies or training relating to project cycle management – required
Experience
- Experience working for the Red Cross Red Crescent Movement or humanitarian field – preferred
- 3-5 years of experience working in project/program coordination and/or management, monitoring & evaluation, information/knowledge management, or other relevant fields – required
- Experience working in an emergency response context – preferred
- Strong experience in qualitative and quantitative research, data collection, management, and analysis, and ability to set up systems and procedures for reliable data collection and management – required
- Experience with drafting high-quality reports for a variety of audiences, including government authorities, donors, and the general public – required
