Program Coordinator

Romanian Red Cross is looking for an experienced and motivated Program Coordinator. In this role, the Program Coordinator will report to Romanian Red Cross (RRC) Programs Department to manage its multi-year bilateral program in close collaboration with the British Red Cross.

The program aims at developing sustainable interventions for vulnerable populations in Romania, both migrant and host populations, and to build a strong national Red Cross society that can better assist people in need, guided by the priorities of RRC. This is a full-time position, based at the Romanian Red Cross Headquarters in Bucharest, for an initial one-year tenure, with the possibility of extension, and starting in April 2025.

Program Coordinator – Job duties and responsibilities

Program Management

  • Manage all aspects of the BRC program portfolio in Romania providing programme oversight and technical assistance in planning, implementing, monitoring, evaluating, and managing budgets.
  • Maintain detailed project work plans, budgets, and implementation strategies in collaboration with relevant teams.
  • Work closely with various teams in RRC and branches to ensure cross-functional coordination, alignment of activities, and efficient use of resources.
  • Review and track project progress against targets and indicators and provide updates to management, ensure successful project closeout and ensure exit and sustainability plans are implemented as per plans.
  • Assure timely, accurate and high-quality reporting of all elements of programmes as required by partners and other stakeholders in close collaboration with PMEAL (Planning Monitoring Evaluation, and Reporting) colleagues and branches.
  • Ensure robust risk management practices are in place to identify, assess, and mitigate potential risks affecting programme implementation in close collaboration with relevant teams.
  • In coordination with CEA (Community Engagement and Accountability), PGI (Protection, gender and Inclusion), and Safeguarding colleagues, build on global best practices and international standards to ensure relevant approaches and considerations are integrated across programme and whole project cycle.
  • Create and maintain a high level of collaborative partnerships with in-country Red Cross and Red Crescent partners and other partners in relationship to the programs and projects.

Project Monitoring, Review, Evaluation, Learning

  • Identify emerging needs and contribute to the design of new interventions where appropriate.
  • Conduct regular monitoring visits to project sites and activities to assess progress, identify challenges, and provide technical support where needed.
  • In coordination with BRC and RRC PMEAL (Planning, Monitoring, Evaluation, Accountability and Learning) colleagues, ensure coordination of program reviews, including field visits and internal and external evaluations.
  • Ensure that evaluation activities implemented follow accepted best practices and reach the highest levels of quality possible in design, implementation, analysis, and reporting.
  • Proactively apply lessons learned from programme implementation to refine and enhance future activities while fostering a culture of knowledge-sharing.
  • Organize archives of all reports and documents.

Financial and Budget Management

  • Work closely with the finance team to ensure programme budgets are effectively managed and expenditures align with planned activities.
  • Monitor financial risks and ensure compliance with RRC and partners’ financial policies.
  • Support budget revisions and reallocation processes when necessary.

National Society Strengthening

  • Strengthen the organisational capacity of the RRC by supporting capacity-building initiatives and enhancing structures and processes in key areas such as migration and displacement, cash preparedness, safeguarding, auxiliary role strengthening, strategic planning.
  • Facilitate training sessions, workshops, and technical support to enhance capacity and operational effectiveness.

Communication and Liaison

  • Build and foster collaborative relationships with key internal and external stakeholders and subject matter experts, including Movement partners and relevant organizations in line with program priorities to enhance coordination and learning, improve practices, and avoid duplication.
  • Support advocacy and partnership-building efforts to enhance programme impact.
  • All work undertaken to this end will be guided by the RRC’s mission, vision, fundamental principles, policies, and procedures.

Team member

  • Actively participate in team meetings.
  • Support other team members.
  • Work and behave in accordance with all organizational policies and procedures.
  • Uphold the fundamental principles of the Red Cross and act with integrity.

Education: Relevant university degree related to international relations, public administration, or experience in international organizations in programs / project or emergency management.

Experience: Minimum 5 years’ experience in implementing projects with international funding, in humanitarian/development sector, or Red Cross Red Crescent Movement. Expertise in project planning, monitoring, evaluation, and reporting, experience with and knowledge of compliance and reporting requirements for humanitarian or development organizations or other government funding entities and/or private donors.

Language requirements: fluently spoken and written Romanian and English.

NB: the salary is aligned with the similar positions in the Romanian RC, a Romanian based civil society stakeholder.
